Lieutenant-General Sir Iven Mackay returned to Australia to command the Home Forces in August 1941. His role was to co-ordinate the defence of Australia.
The Intelligence Section of Home Forces was set up in "A" Block building at Victoria Barracks in Melbourne. This Intelligence Section mirrored the organisation structure of the office of the Director of Military Intelligence at Army Headquarters.

Sub-section 1(b) - handled security
Sub-section 1(c) - handled censorship
The Intelligence Section, Home Forces met with military, legal and postal authorities to discuss security and censorship. Systems were established to control the movement of civilians into security areas. Civilians and military personnel were issued with security passes.
Censorship of civilian and military mail was established with the Postmaster-General's office.
The Intelligence Section, Home Forces moved to Ivanhoe Grammar School in one of the outer suburbs of Melbourne.
Brigadier John David Rogers became GSO1 Intelligence at Headquarters Home Forces.
